A Belgian plate but colored yellow on white instead of red. Anyone out there the significance of this?????

SASKATCHEWAN 1940 ---THREE DIGIT FARM TRUCK LICENSEPLATE #261

Saskatchewan 1940 farm truck license plate much larger than the current 12 X 6 inch plates of today. The 1937 Saskatchewan farm truck was probably the largest government issued plate in Canada. This 1940 was a close second being about 3/4 of an inch shorter and 3/4 inch less wider.
